I have had some questions about the new UCI rules which go into effect on Jan 1 2007, and are already in effect at Moriarty. These rules apply to USCF races, and possibly CBR races.
First off, there are some substantial changes to allowable bike equipment, notably, beam bikes and non double-triangle bikes such as Softride are illegal. Also illegal are Reynolds Ouzo Aero time trial forks and certain frames such as Hooker. Your wheels must be the same size, and disc covers are illegal.
Some helpful tips I wrote to set yourself up in the new UCI legal position:
1. Set the nose of the saddle (a minimum of) 5cm behind the center of the bottom bracket using a plumb bob.
2. Raise the saddle until your knee angle is about 155 degrees (measured using a goniometer), keep the saddle level.
3. Set the elbow cups just narrow enough so they cover your knees. Forearms flat if possible.
4. Lower the aerobar/stem as low as possible keeping comfort and power in mind first, rolling your hips forward.
5. Position the cleats so that they are centered under the ball of your foot when at the bottom of the pedal stroke.
Here is the rulebook, if you have any questions, I may have the answer as I have been researching these rules for the past year.

I had a question specifically about the Reynolds Ouzo Aero pro fork, and why it is illegal for USCF racing:

page 57
The Reynolds Ouzo Aero pro has a 4x1 l/d ratio (from my crude measurements) whereas UCI permits at most 3x1

Hey Gary,
Have you heard any more 'official' word that this change is indeed happening? I've seen posts from USAC representatives both confirming the changes are going through, and saying they have been scrapped (except for national team members/races, and of course UCI sancioned races).

Hi Scott
I have not heard anything specific, anything new, other than I noticed some rules have been removed from the USAC rules PDF, downloaded off of the USA cycling web site. And the UCI rules are being enforced at Moriarty from whay I have heard.
