Just wanted to get all the discussion going on the new UCI rules effective in the USCF as of Jan 2007. I know Gary has researched several aspects. To begin with, one that catches my attention is fore/aft position:
====================================================
UCI CYCLING REGULATIONS
1.3.013
The peak of the saddle shall be a minimum of 5 cm to the rear of a vertical plane passing through the bottom bracket spindle)...
1) The distances mentioned in footnote1) to the articles 1.3.013 and 1.3.016 above may be reduced where that is necessary for morphological reasons. By morphological reasons should be understood everything to do with the size and limb-length of the rider.
Any rider who, for these reasons, considers that he needs to use a bicycle of lesser dimensions than those given shall inform the Commissaires Panel to that effect when presenting his licence. In that case, the Panel may conduct the following test. Using a plumb-line, they shall check to see whether,
when pedalling, the point of the rider’s knee when at its foremost position passes beyond a vertical line passing through the pedal spindle
====================================================
Looks like the spirit of the rule says we don't want to be ahead of the pedal axle...yes? Heaven forbid anyone arrives with a frame sporting a steep seat angle of "lesser dimensions." Okay, how is this measurement carried out? As far as the SoCal/NV series goes, will the UCI reps show up with a g...niometer (huh!)? Will the "Commissaires Panel" be available at Lake Los Angeles...if they can find it?

Here's the link to the rules. For this discussion go to around page 49.

The 2007 UCI rules/restrictions relating to position/equipment have been removed from the USCF handbook. Unless racing Moriarty, or a UCI sanctioned event, only USCF rules apply.

Thanks gary, I would guess that's a load-off for a lot of people. I'd love to know the story behind the exclusion.

Actually even at Moriarty your bike doesn't have to be UCI legal. If you win on a non-UCI compliant bike, you still win, but if you set a new USCF record, it won't be recognized (you still get to take home the trophy though!).
